Picking up right where PGR3 left off, PGR4 seems to raise the bar that much higher, as high as the bar can go for a racing game whose primary focus is that of style and speed. PGR4 brings so much more to the table, such as weather, new cities, and a few more automobiles. The weather may very well be the namesake (as far as features are concerned) of PGR4, the weather itself is variable just as it is in the real-world. You have several choices and those choices will have you playing the game for hours on end, the options at hand include rain, heavy rain (lightning storm), a snow storm, wet tarmac, icy tarmac, fog, heavy fog (can't see one g*ddamn thing), and the normal clear and overcast conditions.
New cities to the game are Shanghai, Macau, St. Petersburg, and Quebec, followed by a new track, the Michelin Test Track to be exact. Each of which offer several parts to race through, go sight-seeing right from the seat of your car. Some of the new cars to the series are the Audi R8, Koenigsegg CCX, SSC Ultimate Aero TT, Caparo T1, and the Ferrari FXX. Like I said, those are some of the new cars to the series, there's too many to list as a whole, so either pick up the game and find out for yourself, or fiend on the ever unknown and check YouTube.

Racing games are one of the few games I excel in, and while there will always be those who are better than myself, I can hold my own on any day of the week. In any case, the game itself is also improved as the physics engine has been reworked a bit, and the cars handle similarly to a simulator (albeit not being a simulator) which is a welcomed edition, because there's that much more to work upon. Don't worry because the physics are still primarily arcade-like dominated which makes the game not only fun, but addictive. The visual models themselves have also improved, as if Bizarre were able to implode the models with more polygons, and the engine sounds have also improved. They're more clarified, yet more baritone; causing us gearheads to look away from the screen with our jaw dropped to the ground wondering to ourselves "g*ddamn, that sounds sexy."
In the end, PGR4 isn't just another racer, nor is it generic in nature. PGR4 brings a sense of outright fun to the table. If you're a racer, I'd definitely recommend picking this up.
