Thought this might be a new one. Using standard air cooling... well with a copper Zalman heatsink and Artic Silver 5 and with Cool 'N Quiet, I achieved a CPU temperature of 22.0C The chipset I believe got as low as 28, but the only proof I have shows it was at 29.5. Videocardwise... It's always at 50. The lowest it ever got was 48.

In the sense of video cards, my GeForce 7800 GS went as low as 46C and that's totally understandable being that it was chilly this morning, but other than that mine has never inched above 58C.
So, in either situation my card is running pretty effectively with the overclock I gave it, too bad it won't go beyond 490MHz.

C * 1.8 + 32 = F.
You do the math.
